You have to apply first as an international student. Once you get in, you'll have to apply for a respective student visa. Then you get a plane ticket, pack your things and fly over! I don't think there are scholarships available like that. College in England is way cheaper than in America so i'm sure you can afford it if you can afford in cash at least an instate public university in the USA.

Yes there are such thing as scholarships overseas. If you're still in high school, you can talk to your school counselor. They probably have some brochures to look at. Also, you could attend college courses online.

You may want to try to join an "exchange student" program in your area - if you are an exchange student in England, or elsewhere, you are more likely to be able to get some sort of assistance. However, keep in mind that you should still be able to get student loans, and other methods to help you through school, even if you don't get a scholarship. I am sure there are scholarships - check with your school counselors.
