You can get all the information at the US Consulate General office in your country. It is not going to be easy to get an immigrant visa (green card). There are various categories under which one can qualify. Find out which category suits you the best and then file an application. The green card lottery is called a diversity visa, the purpose of the Lottery is to provide an immigration opportunity for persons from countries other than the countries that send large numbers of immigrants to the US every year. If you are from a country like Mexico, China, India etc. then you are not eligible for the green card lottery. Most of the sites you have seen are scams. They will take your green and will not give you anything.
